On July 27, 2023, President’s Council approved Policy 168 Whistleblower Anti-Retaliation to enter Stage 3, which will end on August 3.

Who does this apply to? University employees who are whistleblowers
Now that this policy draft is in Stage 3, what does this mean for me? If you are a university employee who is a whistleblower, the law and this policy protect you from retaliation. This policy revision incorporates changes made to the Utah Protection of Public Employees Act (UPPEA) by Senate Bill 40 and provides a procedural framework for USHE universities to follow when a USHE employee files a complaint for whistleblower retaliation with their university. Key updates to this policy include
- the creation of a procedural framework for Policy 168 whistleblower retaliation investigations and hearings
- language that ensures compliance with the UPPEA 30-day deadline for whistleblower retaliation claims
- the addition of language for the dismissal of meritless complaints
