John earned his B.A. in East Asian Studies and Sociology summa cum laude from Harvard University, and was the first graduate of Harvard’s integrative Ph.D. program in Organizational Behavior. He was the originator of The Economist’s Business Professor of the Year award. He was formerly Director of International Research at Accenture and a Consultant and Senior Advisor to the CEOs at both Monitor Group and Jump Associates.

It would take the statistical capabilities of a cutting-edge company like Qualtrics to measure all of Scott M. Smith’s accomplishments. It’s lucky, then, that Smith co-founded that company, run by two of his sons and recently sold to SAP for $8 billion. Following a PhD at Penn State he pursued an academic career in the BYU Marriott School of Management for more than 30 years, during which his books and publications on marketing and statistics became seminal, oft-cited works. He’s been a Fulbright Scholar in Moldova and received awards for his articles, papers, and research. However, Smith’s service extends beyond academia. He and his wife, Karen, have served missions for the Church of Jesus Christ of Latter-day Saints in Hong Kong and Jerusalem, where they coordinated humanitarian services, and have been ordinance workers in the Provo and Hong Kong temples. Smith is a member of the Board of Trustees at Utah Valley University and a supporter of the Huntsman Cancer Center, UVU, and BYU. Together he and Karen have nine children, 30 grandchildren, and one great grandchild.

Greg Miller is an American businessman, philanthropist and adventurer. His career has encompassed leadership responsibilities in such diverse areas as real estate, auto dealerships and professional sports. His efforts to strengthen communities have impacted many, and his travels have yielded unprecedented feats.

Greg’s twin passions for off-road vehicles and the great outdoors are paired happily in Salt Lake City’s Land Cruiser Heritage Museum. The Museum displays more than 100 models of Toyota’s finest product and of which Greg is founder, chairman and curator. Greg co-conceived and led Expeditions 7, a 58,196-mile global expedition that marked the first instance of a single vehicle driving on all seven continents. More recently, he led the first successful traverse of the long axis of Greenland’s ice cap in motorized vehicles.

Long before Greg was crossing continents in Land Cruisers, he was sweeping the lot at his family’s Toyota store near Salt Lake City. In the decades that followed, Greg would assume increasing levels of responsibility within the growing family business and would eventually, in 2008, become CEO of the Larry H. Miller Group of Companies. In this role he was responsible for the overall strategy of a family owned business with thousands of employees and billions in revenue. Greg streamlined operations and increased productivity and profitability. He also championed expansion of the recalibrated enterprise, and Miller holdings spread from a footprint of a dozen western states to a national presence, with assets and revenues posting average annual growth rates in excess of 5%. Greg ensured that all entities operated according to principles of integrity, hard work, stewardship and service, with the ultimate purpose of enriching lives. By the end of Greg’s tenure in 2015, the Group was better structured, better capitalized, better honed and better prepared for future success.

Miller serves on the Board of Directors for Sutherland Institute, and was honored in 2018 with their New Birth of Freedom award. He serves on the Utah Office of Tourism Board of Directors and is a member of Solamere Capital’s Executive Partner Group. Greg and his wife, Heidi, support families and communities through the Sherry Black Foundation, which they established in memory of Heidi’s mother, and which facilitates training of law enforcement officers in the latest methods of investigating violent crimes. They reside in Salt Lake City, have six children and are grandparents to eight.

David Simmons

David Simmons has worked and invested in the media, communications, and travel management industries in addition to being actively involved in a variety of community organizations for nearly 40 years.

David was chief executive officer of Simmons Media Group, a Utah based radio broadcasting and outdoor advertising company with radio stations and sign locations throughout the western United States.  He was also chairman and CEO of Keystone Communications, a satellite communications firm with a worldwide roster of broadcast clients, and is chairman of Morris Murdock Travel, a travel management company based in Utah. David has been recognized for his entrepreneurial success in helping build these organizations into nationally prominent leaders in their respective industries.

David graduated from the University of Utah with degrees in Economics and Political Science.  He later obtained a Master’s of Business Administration from Harvard Business School. He served for nearly two decades on the board of trustees of Westminster College, and currently serves on the board of Western Governor’s University, co-chairs the Utah Sports Commission, and has been or is currently a board member of many other private firms and not-for-profit organizations including four years chairing the Utah State Board of Business and Economic Development.

David and his wife Melinda live in Salt Lake City, Utah and have 5 children. He has a love for American presidential history and has traveled to all seven continents in the world.

Mike Leavitt is the founder of Leavitt Partners where he helps clients navigate the future as they transition to new and better models of care. In previous roles, Mike served in the Cabinet of President George W. Bush (as Administrator of the Environmental Protection Agency and Secretary of Health and Human Services) and as a three-time elected governor of Utah.

Mike grew up in Cedar City, Utah, where his upbringing was rooted in the values of the American West, with its emphasis on hard work and common sense. He earned a bachelor’s degree in business while working in the insurance industry. In 1984, he became chief executive of The Leavitt Group, a family business that is now the nation’s second largest, privately held insurance brokerage.

In 1993, Mike was elected governor of Utah. He served three terms (1993-2003). In 2003, he joined the Cabinet of President George W. Bush, serving in two positions: first as administrator of the Environmental Protection Agency (2003-2005) and then as secretary of Health and Human Services (2005-2009). At HHS, he administered a $750 billion budget — nearly 25 percent of the entire federal budget — and 67,000 employees.

He led the implementation of the Medicare Part D Prescription Drug Program. The task required the design, systematization, and implementation of a plan to provide 43 million seniors with a new prescription drug benefit. By the end of the first year, enrollments exceeded projections, prices were lower than projected, and seniors expressed high levels of satisfaction.

Mike’s strategic ability can be seen in his redesign of the nation’s system of quality and safety standards for imported goods. In the spring of 2006, President Bush assigned him to lead a government-wide response. Within months, he commended a major strategic shift in U.S. policy on import regulation and trade.

A pattern of innovation runs throughout Mike’s career. When he was elected governor, Utah’s major freeway system was dangerously inadequate. Taking what some thought was a significant political and financial risk, Mike instigated a design-build system, creating cost and quality incentives between the state and its contractors. The project was finished in half the originally projected time and well under budget.

Mike is, at heart, an entrepreneur. As governor, he organized a group of his colleagues to form Western Governors University. At WGU, degrees are earned based on competency rather than credit hours. WGU now has more than 90,000 students who reside in each of the 50 states and several foreign countries. Enrollment is growing at 35 percent a year. In November 2008, TIME magazine named WGU “the best relatively cheap university you’ve never heard of.”

Collaborator is a word that comes up repeatedly when one examines Mike’s background. His skill led his colleague governors to elect him as chairman of the National Governors Association, the Republican Governors Association and Western Governors’ Association. His book—Finding Allies, Building Alliances—was released in September 2013 by Jossey-Bass Publishers and chronicles his expertise and passion for collaboration.

Mike is a seasoned diplomat, leading U.S. delegations to more than 50 countries. He has conducted negotiations on matters related to health, the environment, and trade. At the conclusion of his service, the Chinese government awarded him the China Public Health Award – the first time this award has ever been given to a foreign government official.

He and his wife Jacalyn S. Leavitt lead a full life with five children and 15 grandchildren.  Mike is an avid golfer. He got his first hole in one on his 60th birthday.

April has held several leadership roles during her nine year tenure at Amazon, including: Category Leader for Dairy, Meat, Seafood and Frozen for AmazonFresh, Category Leader for Amazon Handmade, Head of Marketing for AmazonFresh, and Divisional Merchandising Manager for Sporting Goods. Prior to Amazon, April held strategy roles at Limited Brands and Nike after beginning her career at The Boston Consulting Group, where she specialized in Retail.

A Utah native, Theresa Foxley is passionate about promoting the Beehive State. She has served as EDCUtah’s President and C.E.O since 2017 and has helped usher in a new era that is highly focused on internal team culture, driving stakeholder value, and economic development preparedness. 

A recovering attorney and self-described “deal junkie,” Theresa has enjoyed being part of Team Utah’s efforts to attract dozens of companies on expansion and relocation projects representing various industries throughout the state, including Goldman Sachs, Stadler Rail, and Facebook. Prior to joining EDCUtah Theresa was a senior leader at the Utah Governor’s Office of Economic Development.

Earlier in her career, Theresa represented a diverse set of clients in private legal practice on a multitude of general corporate and financial matters. Theresa lives in Salt Lake City with her husband and son. They love spending time outdoors together with their Bernese mountain dog.

Scott C. Keller

Over the past 35 years, Scott C. Keller has become one of the largest single-private apartment owners in the Western United States. During this period of time, he has specialized in the acquisition and management of thousands of multi-family units throughout the intermountain and northwest areas of the U.S.

In addition to large apartment communities, his personal investment portfolio has involved hotels, retail centers, student housing, senior housing, assisted living, and private equity investments.  His start in real estate began with small investments in four-plex’s and single-family dwelling rental homes as a supplemental income source.  Mr. Keller’s business acumen, real estate savvy, and property management skills have allowed him to achieve substantial annual returns on his real estate investments that allow for such healthy and consistent growth in both up and down markets.  Because of his success, he is widely sought out as a real estate consultant in his community.  In addition, he has enjoyed a long-lasting relationship with several banks and lending institutions. 

From 1983 to 1987, and prior to becoming a real estate investor/entrepreneur full time, Mr. Keller traveled extensively throughout the United States as a consultant to the transportation industry, pertaining to long haul (semi trucks) class eight vehicles, cutting their annual operational expenses and taxes by millions of dollars each year.

From 1977 to 1983, Mr. Keller worked for Ryder Systems, Inc. and was advanced to District Rental Manager for commercial and rental installations in five states.  In 1982, he was one of eight out of 30,000 employees to be inducted into Rental Masters – the highest honor and level of recognition the company bestowed upon an employee for exceptional performance in all business functions.

He serves as chairman of the Utah American Diabetes Association and honored as Utah ADA Father of the Year. As a volunteer for the Romney Presidential campaign, Scott became a top fundraiser in the State of Utah. Since then, Scott actively supports many political candidates.  Further, he is involved in many philanthropic and charitable causes.

Earlier in life, he served a two-year voluntary mission for The Church of Jesus Christ of Latter Day Saints and soon after guided white water tours down all major western rivers, including the Grand Canyon. Today he enjoys snow skiing, mountain biking, road biking, motorcycle riding, and frequent trips to Lake Powell with family and friends.

Mr. Keller lives in Bountiful, Utah and is happily married with five children, all in college or graduated.  He also has 10 grandchildren. He attended UNLV, Dixie College and BYU-Idaho with studies in Business.
