International Academic Agreements

The Office for Global Engagement supports UVU faculty and staff in developing and maintaining international academic agreements with institutions and organizations around the world. Whether you are proposing a new partnership or renewing an existing one, please review the following guidelines, processes, and submission procedures.

What is an International Agreement?

Memorandum of Understanding (MOU) - Non-Binding

An MOU outlines areas of potential collaboration without creating financial or legal obligations. It serves as a formal expression of interest in a long-term partnership or may support a joint grant application.

Memorandum of Agreement (MOA) Binding

An MOA is a legally binding contract that specifies financial arrangements, institutional commitments, or formal academic collaborations such as dual degrees, faculty/student exchanges, or joint research initiatives.

Developing an International Agreement

Faculty or staff interested in initiating or renewing an academic agreement should first contact:

This initial consultation will help define the scope, confirm stakeholders, and clarify any questions regarding the type or purpose of the agreement.

Please Note:

  • Department Chair and Dean approval is required before initiating an agreement.
  • Agreements must be written in English. Translation costs are the responsibility of the initiating department or college.
  • Domestic agreements are managed by the Office of General Counsel.

How to Submit an International Agreement

As part of the updated university policy, all international MOUs and MOAs must be submitted through Wolverine Marketplace using the Contract Request Form.

Submission Steps:

  1. Visit Wolverine Marketplace. 
  2. Complete the Contract Request Form (available on the homepage)
  3. Upload your draft agreement
  4. Submit the form

Your request will be routed directly to the Contract Office for review and tracking.

For Paid Agreements: Use the standard Procurement Requisition process.
For No-Cost Agreements: Follow the above steps.

After Submission

  • Once the agreement has been executed, copies are kept in the Office for Global Engagement, Academic Affairs, the Office of General Counsel, and the department Dean’s office.
