Utah Residency Including HB 102 Applications

Once you are admitted as a student to the University, you will need to complete the residency reclassification application and upload the required documentation for each section. You can provide scanned copies or digital documents for these files. Learn more about the different statuses and what documentation you will need on hand.

Section 1 - Citizenship Status

U.S. Citizen

  • Utah voter registration card issued at least 90 days prior to the start of the semester

Permanent Resident

  • Permanent Resident Card

Applicant for an immigration status under HB 102

  • proof of application for refugee status, humanitarian parole, temporary protected status, or asylum status

Section 2 - Driving Authorization

I drive

  • Copy of Utah Driver’s License or Utah learners permit

I don't drive

  • Copy of Utah Driver's License OR Utah ID card

Section 3 - Vehicle Registration

If you operate a vehicle in the state of Utah, provide a copy of your vehicle registration issued from the Division of Motor Vehicles. If you drive a parent's or someone else's vehicle, you still need to provide the registration.

If you do NOT operate a vehicle, you can skip this section.

I own my car

If your name is on the registration, your vehicle must be registered in Utah. You will need to provide a copy of your registration.

I drive a car someone else owns

If you are driving another person's vehicle, the vehicle can be registered in Utah or from another state. You still need to provide the registration. We will verify that your name is not on the registration.

Section 4 - Proof of Utah Domicile

You will need to provide documentation for one of the following scenarios to prove that you physically live in Utah. Select your situation in the dropdowns below to view documentation options.

12 continuous months of physical presence in Utah and Declaring Financial Independence

Verification of physical presence in Utah

Must be for at least 12 continuous months PRIOR to the semester for which you are applying for residency. You cannot be outside of the state of Utah for more than a total of 30 days during this 12-month period.

Acceptable forms of verification include:

  • Enrollment in on-campus courses
  • Letter from a Utah employer confirming dates of employment, dated and on company letterhead
  • Bank or credit card statements in the student’s name showing a purchase made in person, in the state of Utah,>at least once every 7 days or fewer for the date range the student wishes to prove

We do not accept utility bills, W-2 forms, rental agreements, or letters from friends.

Verification of Financial Independence

If you are single and 24 years of age or younger

  • provide a copy of the first two pages of your parents’ federal taxes (Form 1040) from the previous year showing that you are not claimed as a dependent on the tax return of any person who is not a resident of Utah to verify financial independence.

Note: If you are claimed as a dependent on the most recent federal tax return by someone who is a resident of a state other than Utah, that disqualifies you from Utah resident status eligibility.

Marriage to a Utah resident

You must provide the following documents:

  • Copy of marriage certificate verifying the date of your recent marriage (within 2 years).
  • Copy of Utah spouse’s Utah state income tax return for the tax year prior to the year of the marriage.
    • If the spouse did not file state tax return because his/her parent(s) claimed the individual as a tax dependent, provide copies of the first 2 pages of spouse’s parent(s) federal tax and Utah state tax return for the tax year prior to the year of your marriage.
  • Copies of spouse’s Utah driver’s license, voter registration, and, if applicable, vehicle registration.

You are a dependent child with one parent domiciled in Utah for at least 12 continuous months

You must provide the following documents:

  • Copy of most recent federal tax return showing you as a tax dependent of one of your parents. (Does not need to be the Utah parent.)
  • Copy of most recent Utah state tax return for the Utah parent.
  • Copies of Utah driver’s license, voter registration, and vehicle registration for the Utah parent
  • Letter from parent’s Utah employer (letter must be on letterhead, dated, include from and to dates of employment, and signed)

Moving to Utah is for full-time permanent employment

This category is for students whose move to Utah is for full-time permanent employment, including cases where the employment is for a spouse or parent. Moving to Utah and then applying for a job would not be allowed. To qualify, the offer of employment must be at least 4 months before your earliest application for admission to Utah Valley University.

  • Student/Spouse or Parent-Letter, on company letterhead, from the Utah employer, verifying the full-time employment, including hire date and verification of employer-requested job transfer or recruitment.
  • If you are single and under 25 years of age, you must provide proof that you were not claimed as a tax dependent on your out-of-state parent(s) most recent federal tax return by submitting a copy of the first two pages of your parents' federal taxes (Form 1040) for the previous year.
  • For parent(s) employment, you must provide a copy of your parent’s most recent federal tax return (Form 1040) from the most recent year verifying you were claimed as a dependent.
  • Copies of the employed parent/spouse's Utah driver’s license, voter, and vehicle registration.

Extenuating circumstances

You may qualify for residency for extenuating circumstances. Qualifying circumstances include divorce, death of a spouse, long-term health care responsibilities of family members, or refugee placed directly in Utah. Please submit the following documents:

  • Copies of your Utah driver’s license, voter registration, and, if applicable, vehicle registration.
  • Documentation of the extenuating circumstance. (Specific circumstances that qualify are listed in R512, Determination of Resident Status.) All relevant evidence concerning the motivation for the move to Utah shall be considered on a case-by-case basis.
  • Refugees who were placed directly in Utah should submit proof of their granted refugee status (INS Document Number I-94 or I-797C Notice of Action) and written confirmation from the agency that assisted in their move to Utah, such as the International Rescue Committee or Catholic Community Services of Utah.
