Featuring the late Speaker Rebecca Lockhart
The late Rebecca Lockhart, distinguished guest of the Center for Constitutional Studies,
gave an address for the State Legislative Night in 2013. She discussed the definition
of Federalism as it was understood in the era of the American Founding, then related
the efforts of the Utah legislature and other State legislatures to petition the Federal
government to return to this original definition.
