General Web Policy
General Web Policy Draft Version 4 11-1-2006

1.1 Utah Valley University recognizes the role the World Wide Web plays in both promoting the college and disseminating information about it. The quality of information provided via the WWW plays an important role in shaping the image of UVU. The university must provide information that is current, accurate and consistent with the university’s mission to its stakeholders and the community at large. Official information included on the UVU web site should meet the same high standards as other official publications.

1.2 UVU must ensure all web content, web pages, and channels created and maintained by the school will comply with a set of policies, procedures and standards that may include but are not limited to: the yearly Web Audit Procedure, the UVU Web Accessibility Policy, the UVU Web Privacy Statement, the UVU Copyright Policy, the UVU Web Acceptable Use Policy, the UVU Design and Development Guidelines set for the various categories of web pages, the UVU Web Access Policy, and the UVU Web Enforcement and Appellate procedures.

1.3 There must be a governing body for the collection of UVU Web policies, procedures and guidelines and that body will be the Web Advisory Council (WAC), under the direction of the President’s Council. The WAC will be responsible for the enforcement of these policies and provide an appellate process for addressing grievances and making changes to existing Web policies, procedures and guidelines. Ongoing training and support will be provided by the school to aid those persons responsible for creating, maintaining, and managing content for the UVU Web site.

Terms

For clarity, define terms or phrases that are unique to the policy, repetitively used or have a possibility of being misinterpreted. Terms/phrases listed in this section need not be defined in the policy or procedure sections.

2.1 Web pages under UVU jurisdiction - Any Internet address that contains “uvu.edu” or is registered on the Internet as being owned by Utah Valley University.

2.2 WAC (Web Advisory Council) - The governing advisory body to the President’s Council on UVU Web issues.

2.3 President’s Council – The executive governing body of UVU administration

2.4 Policies, procedures, guidelines – All UVU policies, procedures and guideline including those specific to the web as maintained by WAC.

Policy

Policies are general statements (specific when necessary) of basic organizational ideologies—“what” statements. Write/rewrite the proposed policy below. Note deletions of original policy/draft text in “strikeout” and “underline” all text insertions.

3.1 The contents of all Web pages under UVU jurisdiction must comply with local, state and federal laws as well as all UVU policies, rules, regulations, and procedures.

3.2 The college will strive to provide information that is current, accurate and consistent with the college’s mission to its stakeholders and the community at large. Official information included on the UVU web site should meet the same high standards set forth for published information.

3.3 UVU supports and encourages academic freedom and an open environment for the pursuit of knowledge within the college’s mission, policies, procedures, and legal obligations.

3.4 The right to post pages and content to all areas under the UVU jurisdiction is granted by the institution and may be withdrawn. Violations of policies or laws will result in removal of inappropriate content and may result in the termination of access to the web site for the violator.

3.5 UVU Web policies, procedures and guidelines are developed and maintained by the Web Advisory Council (WAC), under the direction of the President’s Council. The WAC will be responsible for the enforcement of these policies and provide an appellate process for addressing grievances and making changes to existing Web policies, procedures and guidelines.

Procedures

Procedures are “how” policies are to be followed and enforced and guide the administrative functions of the organization consistent with its ideologies. Write/rewrite the proposed procedures that are to accompany the policy stated above. Note deletions of original procedure/draft text in “strikeout” and “underline” all text insertions.

4.2 UVU Categories of Web Sites- Categories of web sites at UVU have been defined as follows: UVU Institutional Site and Pages, Academic Materials Sites and Pages, UVLink/Intranet Pages and Resources, UVU Partnership or Organization Web Sites, Hosted Affiliate Web Sites, Web-based Publications, and External Web Sites and Pages. 4.4.2 Web Acceptable Use Agreement – Although Acceptable Use Policies are in place for on campus labs, these policies don’t cover web issues. This web use policy will cover web page content guidelines for all Categories of Web Pages at UVU.

4.4.3 Web Copyright Requirements – Contents of all UVU Web pages are subject to UVU copyright standards covered in the school’s Copyright Policy and the Digital Millenium Copyright Policy. This also should include best practices for using other author’s information.

4.4.4 Web Accessibility Policy – All individuals participating in the process of creating or maintaining any UVU web page must ensure the page(s) comply with the UVU Web Accessibility Standards defined within this policy.

4.4.5 Yearly Audit Procedure- already in place

4.4.6 Design/Development Standards – should include standards for all levels and all types of web content (this will include the Usability Guidelines for navigation, formatting, and content.)

4.4.7 The Web Access Procedure answers the following questions about web access at UVSC:

  • Who will be allowed access?
  • How is access assigned?
  • Who is access assigned by?
  • What possible permissions are tied to each role?
  • Who requests or approves the access?
  • What is the workflow for each access procedure?
  • How do you lose access or have it reassigned?

5.1 Enforcement and Appellate Procedures - Each of these policies, procedures or standards will include their own enforcement sections and procedures for managing change.

6.1 Training and Support Guidelines - Adequate training and support will be provided by the school to aid those creating content for the web.
