Parking Regulations 2008-2009
100.00 The following Parking Regulations are subject to change. Understanding and adhering to the UVU Parking Regulations is the responsibility of the students of, employees of, and visitors to UVU.
100.01 PARKING AREAS AND PERMIT ELIGIBILITY: All persons who operate and/or park vehicles on campus property must obtain and properly display a valid UVU parking permit. PERSONS OR VEHICLES THAT HAVE OUTSTANDING PARKING CITATIONS WILL NOT BE ELIGIBLE FOR A PARKING PERMIT UNTIL ALL DELINQUENT DEBTS ARE CLEARED. All campus parking areas are designated by appropriate signs. All parking permits remain the property of UVU Parking Services.
100.02 STATUS VERIFICATION: Parking Services may verify the status of any applicant before issuing a parking permit as well as establishing, to its satisfaction, identity of the applicant.
100.03 EMPLOYEE PARKING: Employee permits are available for any certified teaching faculty member and/or staff member who are taking no more than 7 credit hours of class(e’s).
- Employees must display both a valid transferable hangtag and have a valid employee decal properly applied in a vehicle in order for the permit to be valid for parking at UVU.
- Employees may have a Validation Sticker per registered vehicle, but will be issued only one Employee Hangtag annually.
- Employees must purchase a remote gate opener to gain entrance to the gated lots A and C.
- Parking with only the green employee decal displayed, but no hangtag, makes the permit invalid. Any vehicle displaying a green employee decal without the proper hangtag will be cited.
100.04 STUDENT PARKING: Registered full-time and part time students must display a current student permit.
- Vehicles displaying student permits are restricted to student parking areas.
- Parking Permits may be refunded up to ten business days after the date of purchase. No refunds will be given after this.
100.04a MULTICAR PARKING: MultiCar hangtag permits are available. These permits are available for use by students that drive more than one vehicle to campus. The following regulations apply to this permit.
- All vehicles being used with a MultiCar permit must be registered (with the DMV) to the same address. There is a limit if 5 vehicles for each MultiCar permit.
- The initial purchase price of the MultiCar permit is the same price as a standard yellow student permit. Each additional vehicle added to the MultiCar permit will cost $5 more.
- Students must have a MultiCar decal on each registered vehicle, up to five total, but will be issued only one MultiCar hangtag.
- Students must display both a valid yellow MultiCar hangtag and have a valid MultiCar decal properly applied in a registered vehicle in order for the permit to be valid for parking at UVU.
- The MultiCar permit is valid in the same parking areas as standard yellow permits; it is not valid in other areas of campus.
- Parking with only the MultiCar decal displayed, but no hangtag, makes the permit invalid. Any vehicle displaying a MultiCar decal without the proper hangtag will be cited.
100.04b CARPOOL PARKING: UVU Parking Services encourages carpooling whenever possible. To aid in this cause, UVU offers a student Carpool permit. The owners of this permit will be defined as a “Carpool Group”. The permit can be transferred to any vehicle registered to it, up to a five car maximum. This will allow multiple students to share the cost of a parking permit.
- The total purchase price of the Carpool permit is the same price as a standard yellow student permit. There is no extra per vehicle charge for a carpool permit, but it is limited to five vehicles per group.
- Each “Carpool Group” must have a designated “Manager”. The “Manager” is responsible for the permit and any citations issued to that permit.
- Only one hangtag will be issued per “Carpool Group”. Each vehicle in the “Carpool Group” will also be issued a yellow MultiCar decal.
- Students must display both a valid yellow Carpool hangtag and have a valid MultiCar decal properly applied in a registered vehicle in order for the permit to be valid for parking at UVU.
- The Carpool permit is valid in the same parking areas as standard yellow permits; it is not valid in other areas of campus.
- Parking with only the MultiCar decal displayed, but no hangtag, makes the permit invalid. Any vehicle displaying a MultiCar decal without the proper hangtag will be cited.
100.05 DISABLED PARKING: Applications for Permanent Disabled Parking Permits shall be made with the UVU Parking Services. Only those vehicles carrying current distinctive (logo) disabled license plates or temporary permits obtained from the Department of Motor Vehicles, shall qualify for a disabled permit. This license plate number or temporary permit number will be required at the time of purchase. The individual requesting a UVU permit must be the owner of the state disabled permit.
- Vehicles using these areas must display a current UVU disabled permit. Vehicles not displaying a current Disabled permit shall be subject to a fine and/or towing of the vehicle, as per regulation 700.04 .
100.06 MOTORCYCLE/SCOOTER PARKING: Motorcycles are not required to display a parking permit. Motorcycles must be parked in designated motorcycle parking areas. These areas are restricted to motorcycles only. Motorcycles parked in other areas or vehicle stalls will be cited.
- Motorcycles and motor-driven cycles are defined by the Utah Annotated Code, Section 41-6-2, C.D.
100.07 SERVICE PERMITS: These permits will be issued to university employees who have a current employee permit and who need to occasionally park in a service stall, and are issued only to employees whom have received administrative approval for this type of permit. Service stalls have a two hour parking limit. Anyone parking in a service stall must display a current UVU service permit or a disabled permit.
100.08 VENDOR PERMITS: These permits will be issued to off campus vendors. Vendors must provide a business card or business phone number. The Parking Office will verify that the individual is employed at the business and requires a vendor permit. Students are not eligible for Vendor Permits.
100.09 MOTOR POOL STALLS: These stalls are reserved for UVU Motor Pool vehicles only.
100.10 UVU MAINTENANCE STALLS: These stalls are reserved for UVU maintenance vehicles only. All other vehicles will be issued a citation.
100.11 BICYCLE PARKING: All bicycles must be parked in a bike rack. Bikes not parked in these designated areas are subject to impound. Bicycles are defined by the Utah Annotated code, Section 41-2-6, e. The required permit for bicycles is the current Orem City or Provo City bicycle registration decal.
100.12 COMPOUND & STORAGE: Only state vehicles, vehicles with project work orders, and authorized vendors will be permitted in the compounds. Parking is otherwise prohibited at all times in these areas.
100.13 OPEN PARKING: Permits are not required to park Saturday and Sunday in regular student and employee parking stalls. All other zones will be enforced 24 hours a day 7 days a week.
100.14 RED CURBS, FIRE LANES: Parking in these areas is prohibited at all times. These areas will be enforced 24 hours a day 7 days a week. Vehicles may be towed from these areas at the university's discretion.
100.15 LOADING ZONES: All loading zones are limited to 15 minutes. Vehicles may park in these areas to load and unload only. FLASHERS MUST BE USED, OR A CITATION MAY BE ISSUED.
100.16 VEHICLE MAINTENANCE IN PARKING AREAS: Vehicle maintenance or mechanical work, except for emergency repair, will not be permitted in any parking area on campus. Emergency repair includes but is not limited to the following:
a.
flat tire(s)
b.
out-of-fuel
c.
minor electrical or carburetion problems.
100.17 PAY LOTS: There are two short term pay lots on campus. Lot D is located on the south side of campus and Lot L is located on the north side of campus. These lots may be used by anyone who wishes to pay the fee to use the lot. Lot D costs $1 per hour of parking and Lot L costs $2 per hour of parking.. Under fifteen minutes is free in both lots D and L. There is a $20 fine assessed if you do not pay when exiting a pay lot. Departments may purchase validation stickers from Parking Services to be used to validate guest parking in either of these lots. Lot B is a metered lot and may be used by anyone who wishes to pay the meter.
200.00 TEMPORARY PARKING PERMITS: All parking on campus is regulated. Departments having seminars or guests on campus are responsible for making parking arrangements with Parking Services at least 24 hours in advance and obtaining temporary parking permits for all vehicles of guests in attendance, unless covered under sections 100.01 through 100.17.
200.01: Temporary permits will be issued for short term emergency situations and may be purchased from Parking Services. These permits can be purchased for $2 per day. The permit will be dated for the day(s) for which parking permission is granted, up to a two week maximum. The permit must hang from the rear view mirror of the vehicle and the date must be easily visible through the front windshield, in order to be valid.
200.02: Temporary Scratch-off permits are available. These permits can be purchased in advance for $2. They will not be dated. When the permit is needed, the individual must completely remove the three squares containing the month, day, and year. If more than one date is removed, the vehicle will be subject to impound. The permit must hang from the rear view mirror of the vehicle and the date must be easily visible through the front windshield, in order to be valid.
200.03 ALTERATION OF THE DATE ON THE TEMPORARY PERMIT WILL RESULT IN VEHICLE BEING IMPOUNDED AND ADDITIONAL FINES WILL BE ASSESSED.
300.00 PLACEMENT OF PERMITS: Motor Vehicles: Decals will be displayed on the inside lower drivers side corner of the vehicle’s front windshield. Hanging permits must be displayed from the rear view mirror and be in plain sight, with date facing out, in order to be valid. If the rear view mirror is missing, a free hanger may be obtained from Parking Services to use in lieu of a rear view mirror.
300.01 Your decal must be stuck completely to the windshield of the vehicle it is assigned to by the adhesive on the back of the decal. Taping the decal or partially sticking the decal onto the windshield is not valid.
300.02 The decal is not transferable. If the decal is displayed in or on another vehicle, a citation will be issued.
400.00 ISSUE DATE AND COST: Permits may be purchased for three consecutive semesters. Yellow and Disabled permits may also be purchased for one semester at a time.
400.01 PURCHASING A PARKING PERMIT: Parking Permits may be purchased in the following ways:

- Through the mail - Forms are available on Web Page or in Parking Services Office
- By FAX at (801)863-7379 - Forms are available on the Web Page or in Parking Services Office.
- At Parking Services main office or at One Stop in the Browning Administration Building .
400.02 The cost of permits will be announced each school year.
500.00 TICKETING: UVU Parking Services staff may issue parking citations for the violation of University Parking Regulations. UVU University Police have authority to issue citations for violations of the Utah Annotated Code as well as UVU Parking violations.
- Faculty, Staff, Students, or vehicle owners in whose names the motor vehicle or motorcycle is registered, either with the University or State, is responsible for any violation issued to that motor vehicle or motorcycle.
- Faculty, Staff, Students, and vehicle owners will be considered the operator and will be responsible for any violation notice issued to a motor vehicle or motorcycle having state registration in the name of any family member unless acceptable evidence to the contrary is presented.
500.01 FINES: Fines are imposed on citations issued for parking and traffic violations. Fines are considered a debt to the University; and as such the failure to pay will result in a hold being placed on transcripts and/or any other action deemed reasonable by the University until the debt is paid. Parking Services reserves the right to collect unpaid parking fines by any action deemed reasonable by the University. All debts are to be paid at the Parking Services Office. Any payment brought into the Parking Office without proper identification will not clear any debt. Persons that wish to dispute the payment of a citation must have a payment receipt from Parking Services. Any fine paid with a check that does not clear the bank will be subject to any and all late fees until the returned check is taken care of.

- Illegal use of parking citation to circumvent another parking citation.
- Displaying a defaced decal.

- Unauthorized parking in a service stall.
- Unauthorized parking in a red zone.
- Unauthorized parking on the grass or the sidewalk.
- Impound Fee
- Illegal Entry or Exit

Non-Moving citations: A fine of $80 will be charged for the following violations.
- Displaying a counterfeit permit.
- Displaying a permit purchased from an unauthorized source.
- Displaying an altered permit.
- Displaying a lost or stolen permit.

Non-Moving citations: A fine of $107 will be charged for the following violations.
- Unauthorized parking in disabled zone (Utah State Code).
- Moving Traffic Citation Fines: UVU fines for moving violation will be determined by the respective city or county involved.
500.02 METER VIOLATIONS : Any vehicle parked at an expired meter will be cited.
- Metered areas can be used by anyone who wishes to pay them, unless otherwise designated by appropriate signs.
- Meters will be checked by the issuing officer to ensure that they are in correct working order before the vehicle in violation is cited. Vehicles should not park at a broken meter. Individuals parked at a broken meter will be in violation.
600.00 APPEALS PROCEDURE: Persons have the right to appeal the issuance of any UVU parking citation. Persons may make an appearance before the Appeals Coordinator at The Parking Office or may base the appeal on a written statement. These written statements may be left at Parking Services or mailed. Persons may also file an appeal on The Parking Services Web Page at UVU.EDU/PARKING. The hours for an in person appeal before the Appeals Coordinator are: Tuesdays between 10 AM and 11 AM and Thursdays between 2 PM and 3 PM .
600.01 An appeal must be filed with the Parking Services Office within 15 calendar days from the date of issuance. No appeals will be accepted after 15 days. If the due date falls on Saturday,Sunday, or school holiday, the appeal must be filed no later than the end of the next business day. Paid citations are not eligible for appeal.
600.02: Appeals are to be prepared in writing on the “Request for Appeals” form provided by the Parking Services Office or on the Parking Services Web Page. Written explanations, supporting statements, or memoranda must be attached to the form.
600.03: The Appeals Coordinator will advise by mail or email of his/her decision concerning the appeal. The decision of the Appeal Coordinator is to be mailed within two weeks after the review date. If there is a payment required, payment must be received by the due date at the bottom of the appeal decision letter. If payment is not received by the due date, the citation will return to the original amount plus any applicable late fees will be added.
600.04: If an individual feels that the decision on his/her appeal is not correct, he/she can go to a second level appeal. This second appeal must be filed within 10 days after the first appeal due date. There will be a $10 fee, per citation, to file the second appeal and the citation(s) must be paid in full, including any late fees that may apply. The Appeals Committee will review the appeal and make a decision. If the citation is dismissed, all fees including the $10 filing fee will be refunded. If the citation is upheld, nothing will be refunded.
700.00 IMPOUNDING AND TOWING: Vehicles may be towed or impounded/ immobilized without warning and at owner’s expense for, but not limited to the following conditions.
700.01 All vehicles with three or more unpaid citations will be impounded as a warning of excessive unpaid citations. There will be a $30 hold fee issued. To have the vehicle released, the driver must come to Parking Services. If the driver chooses to pay all outstanding citations that day, the $30 hold fee will be waived. Those wishing to appeal must follow the Parking Services procedure for appealing a citation.
700.02 All vehicles with six or more unpaid citations which have been impounded with a hold fee and warned about the excessive citations will be impounded and a $70 impound fee will be issued. All outstanding citations assigned to the vehicle must be paid to have the vehicle released. At 4:30 pm , these vehicles will be towed off campus if the citations remain unpaid. Those wishing to appeal must follow the Parking Services procedure for appealing a citation.
700.03 Vehicles will also be impounded for the following conditions. An impound fee will be issued and all citations must be paid before the vehicle can be released. Those wishing to appeal must follow the Parking Services procedure for appealing a citation.
- Displaying a Lost/Stolen permit.
- Displaying an altered or counterfeit permit.
- Vehicle parked in non-designated area, ie, on grass, sidewalk, etc.
- Scratch Off permit with more than one date scratched off.
700.04 Towing: Vehicles will be towed by an independent towing company. The college reserves the right to tow any vehicle. A vehicle may be towed for any of the following reasons.
- Incident of driver arrest.
- Vehicle creates a traffic hazard or unsafe condition.
- Vehicles left overnight that obstruct snow removal.
- Unauthorized vehicle parked in disabled parking.
- Vehicle parked by red curb, in a fire lane, or any non-designated area which would obstruct traffic or campus maintenance.
- Six or more unpaid citations.
- In instances where immobilizing equipment does not fit a vehicle or if installation of the immobilizing equipment may cause damage to a vehicle.
800.00 GENERAL RULES FOR PARKING SPACES: The driver of a motor vehicle is responsible for finding a legal parking space. Lack of space adjacent to any building is not considered a valid reason for violation of regulations. Any changes, errors, or omissions on maps provided by the University shall not relieve the vehicle operator of responsibility for parking in a legal parking space. There is no parking anywhere on campus for the surrounding apartments or businesses.
800.01 Any accident involving a vehicle on university property must be reported to the University Police Department immediately.
800.02 Legal parking of motor vehicles on University property is confined to areas designated for that purpose. Parking is prohibited on lawn, in construction areas, or any other place that will mar the landscape of the campus, inconvenience or endanger anyone, create a hazard, or interfere with the use of University facilities by others. Violators are subject to citations, and vehicles may be impounded, as per regulation 700.04 .
800.03 The person to whom the permit is registered at the UVU Parking Services Office is held responsible for all violations by all vehicles displaying that person’s parking permit. A citation is not excused on the plea that another person was driving the vehicle.
800.04 Any vehicle that is apparently abandoned may be towed and stored at the owner’s expense, as per regulation 700.04 .
800.05 All vehicles must park within the boundaries or lines of a designated parking stall.
900.00 PARKING HOURS: Enforcement of parking regulations will be in effect 7:00a.m. to 10:00p.m. - Monday through Friday, except for University holidays.
- Parking at the meters will require payment from 7:00a.m. until 10:00p.m. - Monday through Friday.
- Anyone parking a vehicle on campus, day or night, are required to display a current UVU parking permit, this includes any free permit area as well. Students who will be attending university beginning at 5:00p.m. may purchase a night permit at a reduced rate. Night permits are valid only after 4:15 p.m.
- Special areas such as Disabled, Service Stalls, and Red Curbs will be enforced 24 hours a day 7 days a week.
1000.00 SPEED LIMITS: Speed limits will be enforced by being posted or published.
- Parking Lots: 5 Miles per hour
- Access Roads to Buildings and Parking Lots: 5 Miles per hour.
- Campus Peripheral Road System: As Posted.
1100.00 CITY, COUNTY, STATE LAWS: Drivers and pedestrians on University Property are subject to all laws and regulations of the City, County, and State.
1200.00 ENFORCEMENT: The University President and Vice President of Administration and External Affairs has the authority to make regulations concerning parking, traffic, and traffic-related matters. As outlined in Utah Code 538-3-101 through 103 and 76-8-701.
1300.00 LOST/STOLEN PERMITS: If your parking permit is lost or stolen, it becomes your responsibility to report it immediately. Any vehicle found displaying one of these permits will be subject to impound. There will be a fee to replace the permit.
1300.01 REPLACEMENT PERMITS: Each parking decal will be assigned to only one vehicle and is not transferable. Decals may not be transferred to a new owner. Decals can be replaced only by the original owner. Replacement decals are available for individuals who replace their windshield or sell their vehicle. The old decal must be scraped off and brought into Parking Services. The decal will be checked to insure legal ownership. A $3 replacement fee will be charged. If the original decal cannot be produced, the individual will have to purchase another decal at its full value.
1400.00 OVERNIGHT PARKING: Overnight parking is prohibited anywhere on campus. If for some reason, you are forced to leave your vehicle, you should notify University Police immediately as to why the vehicle is being left on campus. Parking Services will not be held liable for any damages that may occur to a vehicle left on campus overnight.
1500.00 SNOW REMOVAL: If vehicles left overnight obstruct snow removal, they may be towed as per regulation 700.04 .
1600.00 SHUTTLE BUS: UVU has a shuttle bus that runs Monday through Friday. It runs between Lot V and the Student Center . There are designated bus stops in both areas. The bus is not allowed to pick-up or drop-off at any other location on campus.
1700.00 SPECIAL EVENTS PARKING: From time to time a special event, conference, workshop, institute, construction project, reconfiguration of campus parking, or other such activity may cause the reservation, closure, or reclassification of part or the whole of a campus lot. During such occasions, the classifications and/or availability of campus lots or spaces within are subject to change.
1800.00 FLIERS, HANDBILLS, ADVERTISING No fliers or handbills are allowed in UVU parking areas and lots. Distribution of handbills and fliers in the UVU parking lots or on cars parked at UVU is against school policy. Cleanup costs incurred for picking up and disposing of fliers and handbills found in UVU parking lots may be billed to the business or organization that distributes them.
1900.00 ALL UNIVERSITY STUDENTS, EMPLOYEES AND VISITORS ARE SUBJECT TO THESE REGULATIONS
