When individuals develop to their capacity they not only enhance themselves, but
they normally make significant contributions to their institution and to their society.
Aid programs are not an investment in merely an individual or a society or a specific institution, but in all three. While individual programs may have limiting criteria and goals, the collective effect of all programs not only to administer the programs according to their individual goals, but to harness all resources so that they work together for the greatest common good.
